This paper analyses the activities of five organizations shaping the debate over the global governance of genome editing in order to assess current approaches to public engagement (PE). We compare the recommendations of each group with its own practices. All recommend broad engagement with the general public, but their practices vary from expert-driven models dominated by scientists, experts, and civil society groups to citizen deliberation-driven models that feature bidirectional consultation with local citizens, as well as hybrid models that combine elements (...) of both approaches. Only one group practices PE that seeks community perspectives to advance equity. In most cases, PE does little more than record already well-known views held by the most vocal groups, and thus is unlikely to produce more just or equitable processes or policy outcomes. Our exploration of the strengths, weaknesses, and possibilities of current forms of PE suggests a need to rethink both “public” and “engagement.”. (shrink)

While society debates whether and how to use public funds to support work on human embryonic stem cells (hESCs), many scientific groups and businesses debate a different question — the extent to which patents that cover such stem cells should be permitted to limit or to tax their research. The Wisconsin Alumni Research Foundation (WARF), a non-profit foundation that manages intellectual property generated by researchers at the University of Wisconsin at Madison, owns three patents that have been at the heart (...) of the latter controversy The story of WARF's patents and the controversy they have fostered highlights not only continuing tensions between proprietary and nonproprietary approaches to developing science and technology, but also an at least partly reassuring capacity of public and private sectors to deal with those tensions in a way that can render them substantially manageable, and frequently more manageable as a technology matures. More particularly, the cumulative story of WARF's patents features three leitmotifs that suggest how an attentive and engaged public sector might commonly succeed in working with public and private sector actors to achieve workable balances between proprietary rights and more general social interests: (1) right holders' decisions to pursue less than full rights assertion or enforcement; (2) the ability of government and other public sector actors to help bring about such decisions through co-option or pressure; and (3) the frequent availability or development of technological alternatives that limit research bottlenecks. Recent scholarship has steadily been opening up for philosophical study an increasingly wide range of the philosophical literature of antiquity. We no longer think only of Socrates, Plato and Aristotle, and their pre-Socratic forebears, when someone refers to the views of the ancient philosophers. Julia Annas has been one of the philosophers most closely engaged in the renewed study of Hellenistic philosophy over the past fifteen years, enabling herself and other scholars to acquire the necessary ground-level knowledge of the widely-dispersed (...) texts and the problems of interpretation—both historical and philosophical—that they present. In her new book she takes the next step. She presents to the general philosophical public of today an extended reconstruction of the systems of moral philosophy that were developed and pitted in competition with one another during the period when refinement and professionalism were at their height in Greek philosophy—between the end of the 4th and the middle of the 1st centuries B.C. These include the moral philosophies of Epicurus and his followers, several generations of Stoics, sceptical philosophers both Academic and Pyrrhonian, and the “hybrid” theories put together by Antiochus of Ascalon and other Stoic-influenced philosophers as part of the modernizing revival of Aristotelian ethical thought that took place in the 1st century B.C. She finds significant commonalities among these otherwise very disparate theories, and much of the book is devoted to examining these and showing how the conception of ethics and morality that is common to the ancient theorists compares with and differs from what we are familiar with in modern and contemporary theory. She traces these commonalities back to Aristotle in his ethical treatises, and accordingly includes Aristotle’s theory as one among those to be examined—indeed, in a significant sense as the intellectual father or grandfather of the rest of them. She leaves Plato’s dialogues out of account, and she has nothing to say about ethics and moral philosophy in the revived Platonism that gradually came to dominate philosophical thought in later antiquity. Her book, then, is a book about the structure and content of ancient ethical theory during the Hellenistic period, the period when Greek philosophy was at its high-point in professionalism and sophistication. This book discusses in a philosophically responsible and illuminating way the progress of the dialogue and its separate sections to improve our understanding of Plato’s work on Theaetetus. An early coverage of this dialogue, this investigation predated a surge in study of Plato’s piece which examined Socratic and pre-Socratic thought. The author’s argument is that the _Theaetetus_ engages in re-evaluation of earlier doctrines of middle-period Platonism as well as reaffirming theories about knowledge. An important work in (...) Some have put forward a normative principle that it is immoral and highly disrespectful to create free, rational creatures (like human beings) without their prior consent. (See, for instance, Monaghan in Int J Philos Relig 88(2):181–195, 2020) If true, this principle constitutes a new argument against the existence of God since it is logically impossible to acquire the consent of someone before they are created. Thus, God’s existence is taken to be incompatible with creating any persons. I shall examine this (...) normative claim and show that it is not plausible. In the first place, it fails to meet three criteria that are commonplace to the “logical problem of evil.” In the second place, the principle has clear counterexamples that show many plausible exceptions that could justify God in creating persons. At the end of Being and Nothingness, Sartre defines the spirit of seriousness in the following way: “The spirit of seriousness has two characteristics: it considers values as transcendent givens independent of human subjectivity, and it transfers the quality of ‘desirable’ from the ontological structure of things to their simple material constitution.” My aim in this paper is to show how Sartre is susceptible to a tu quoque in terms of how he describes the threataspect of the world of objects. The world I grew up in believed that change and development in life are part of a continuous process of cause and effect, minutely and patiently sustained throughout the millenniums. With the exception of the initial act of creation ..., the evolution of life on earth was considered to be a slow, steady and ultimately demonstrable process. No sooner did I begin to read history, however, than I began to have my doubts. Human society and living beings, it seemed to (...) me, ought to be excluded from so calm and rational a view. The whole of human development, far from having been a product of steady evolution, seemed subject to only partially explicable and almost invariably violent mutations. Entire cultures and groups of individuals appeared imprisoned for centuries in a static shape which they endured with long-suffering indifference, and then suddenly, for no demonstrable cause, became susceptible to drastic changes and wild surges of development. It was as if the movement of life throughout the ages was not a Darwinian caterpillar but a startled kangaroo, going out towards the future in a series of unpredictable hops, stops, skips and bounds. Indeed, when I came to study physics I had a feeling that the modern concept of energy could perhaps throw more light on the process than any of the more conventional approaches to the subject. It seemed that species, society and individuals behaved more like thunder-clouds than scrubbed, neatly clothed and well-behaved children of reason. Comparing the Bhagavad Gītā and the Buddhist essay “Prajñā is Not-knowing” (Panruo Wuzhi 般若無知) yields interesting insights. The texts have similar dialogical structures and discuss complex philosophical matters. Rhetorically, both texts weave together quotations and allusions from other texts, make liberal use of paradox, and have decidedly spiritual intentions. Their differences, though, remain striking. They emerge from distinct circumstances and their original languages (Sanskrit, Chinese) differ markedly. Stylistically, “Prajñā” is more intellectual and less devotional, espousing a distinctly “this worldly” ideal; (...) by contrast, the Gītā is more dramatic. While espousing “this worldly” ideals, the Gītā is more inclusive and thus more accessible to a broad audience; on the contrary, “Prajñā” has a subtler effect, its “dark” qualities appealing to a more select group. Therefore, while these texts are not “the same,” reading across their convergences and divergences can lead to a deeper understanding of mysticism and cross-cultural spirituality. (shrink)

In this paper I consider the question of the reality of chance. This is not what divides contemporary probabilists into the objective and subjective schools. That division is accomplished by the question whether there are objective grounds for the correctness of probability judgments. The subjectivists say that there need not be such grounds, and that probability judgments thus need not be empirically meaningful in the verificationist sense, or perhaps that they are not judgments at all, but rather expressions of attitude. (...) (See [11], pp. 156-198). The objectivists say that the truth conditions for probability judgments are such as the frequencies of traits in populations or the existence of propensities. Objectivists and subjectivists are, however, agreed that there are no objective chances. Ramsey's “Facts and Propositions” is terse, allusive, and dense. The paper is far from easy to understand. The present essay is an effort, largely following Brian Loar's account,1 to say what Ramsey's goal is, to spell out what he took to be the means to accomplish it, and to show how those means, at least in the terms of F&P, cannot accomplish that end. I also contrast Loar's own account of judgment, explicitly modeled on Ramsey's view, with the latter. The (...) exercise is not at all academic. In lieu of an abstract, here is a brief excerpt of the content:276 THE WILL AS IMPRESSION Hume writes, in the Treatise: Let no one, therefore, put an invidious construction on my words, by saying simply, that I assert the necessity of human actions, and place them on the same footing with the operations of senseless matter. I do not ascribe to the will that unintelligible necessity, which is suppos'd to lie in matter. But I ascribe to matter, that intelligible (...) quality, call it necessity or not, which the most rigorous orthodoxy does or must allow to belong to the will. I^ change, therefore, nothing in the receiv'd systems, with regard to the will, but only with regard to material objects. It is surely false that Hume changed "nothing in the receiv'd systems, with regard to the will." In one such "receiv'd system," that of Thomas Aquinas, the concept of will or volition is presented as internally related to two further concepts: that of the "final cause" or goal of the action, and that of "practical intellect," a form of cognition which is productive of its object. Will is always the will to something, a goal to be reached or a product to be produced. Thus will and final cause are concepts which presuppose one another. The mark, however, of the fact that someone wills to do something, i.e., that s/he in fact has some goal, is precisely that that agent knows, non-inductively and without observation, what s/he is doing or will do. The basis of this knowledge is neither evidence nor proof, but rather what Aristotle called "the practical syllogism." We will ask below what it means to describe the relationships among will, final cause, and practical knowledge as 'internal.' 277 The question to be explored here is this: what in fact becomes of the 'receiv'd concept of will' when one contends, in the empiricist spirit common to both Locke and Hume, that all of our knowledge about matters of fact is based on observation and induction? The answer to this question will turn out to be that, in the absence of a notion of "practical knowledge," the concept of final cause becomes unintelligible (since the final cause is precisely the object of practical knowledge); and thus the notion of will must be reconstrued, for Hume as an impression. As an impression it is a brute given, one that is furthermore mute (or lacking in propositional content). Hume views volition as an event, that object of inner experience which is the (Humean) cause of our voluntary actions. In what follows I shall first of all sketch Thomas Aquinas' view of the will (section I), following this with a discussion of the important hybrid view in Locke's Essay, where older notions of volition are presented within an incompatible epistemological framework. In section III we look at Hume's sharp response to Locke, and in section IV at his own doctrine of the will as impression. In the final section I attempt to distinguish two strands of causality in Hume's philosophy of human action, drawing at the same time a moral for the contemporary dispute about reasons and causes. One of the most fully developed of the "receiv'd systems with regard to the will" was that of St. Thomas Aquinas, who combined Neo-Platonist, Patristic, and Aristotelian sources into an 2 impressive and influential synthesis. Thomas' 278 doctrine on the will is guided by a Grand Analogy, one inspired by the Creation story in Genesis. He writes, at the beginning of the second main part of his Summa : Man is made to God's image, and since this implies... that he is intelligent and free to judge and master of himself, so then, now that we have agreed [in part one of the Summa] that God is the exemplar cause of things and that they issue from his power through his will, we go on to look at this image, that is to say, at man as the source of actions which are his own and fall under his responsibility and control.
